Cahn and Gaffin, having visited both Ṣaʿda and Raida, conclude their report with the following:

The Jews of Yemen live in a precarious situation, which deserves greater attention by the West. Although they seem to have good relations with their Muslim neighbors, the Jews were very uneasy about talking to us in public. They went to great lengths to hide their association with us, especially when we went to their homes.

While we heard stories of kidnapping and murder of Jews, we were told by various sources that these incidents, however disturbing, were not due to sectarian strife.

All of the Jews with whom we spoke expressed a strong desire to go to Israel despite efforts by the Yemeni government and Natorei Karta, which brings in religious books, to discourage them. Given the current climate of Arab-Israeli relations, it is unlikely that the Yemeni government will concede to Jewish emigration to Israel.

The Jews are free to practice and teach Judaism, but speaking Hebrew with foreigners is forbidden, as is sending letters abroad. We were told that several Jews were imprisoned for doing such things.
